Why “The Extra Pair of Eyes”

You Drive, We'll Mind The Paper. Operators should be able to spend their energy moving goods and looking after customers. The paperwork behind an Operator’s Licence still needs steady attention: maintenance records, defect follow-up, drivers’ hours, tachograph data and the records that show it is all being managed.

When you live with an operation every day, it is easy for small gaps to become normal. A fresh, methodical second look helps spot them early, while they are still small and easy to put right. That is the job: not to take over how you run, but to be the extra pair of eyes that checks, organises and keeps things moving.

Andy Barker

Andy holds the Transport Manager Certificate of Professional Competence (CPC) in Road Haulage, awarded by Skills and Education Group Awards in 2025.

Before qualifying, Andy’s background was in management, people management and planning, outside the transport industry. That work was about keeping teams organised, plans realistic and the detail under control: the same habits that continuous and effective management of an O-licence depends on.

Straight talking: Andy is newly qualified and has not previously held a transport manager role. Rather than claim years he does not have, he brings a disciplined, systems-led approach, a willingness to ask the obvious questions, and the time to do the job properly for each operator he works with.

How Andy works

  • Careful. Checks the detail rather than assuming it is right, from PMI records and defect reports to drivers’ hours and tachograph data.
  • Organised. Keeps records tidy, dated and easy to find, so you know what you hold and what still needs attention.
  • Systems-led. Builds simple, repeatable routines and checklists so compliance does not depend on memory or good luck.
  • Honest about what he finds. Tells you plainly what looks good, what needs fixing and what to prioritise, with no drama and no surprises.

Who it’s for

Part-time Competent is deliberately starting with smaller UK goods vehicle operators. Keeping the client list small means each operator gets proper attention, regular contact and a transport manager who actually knows the fleet, the drivers and the paperwork.

If you run a small fleet and need an external CPC transport manager, or simply want a methodical second look at how your compliance is managed, it is worth a conversation.

Business status

Part-time Competent is currently used as a trading name. Limited company incorporation is planned for a later stage.

Information on this site is general and is not legal advice. Part-time Competent is independent and is not affiliated with DVSA or the Traffic Commissioners, and no particular regulatory outcome can be guaranteed.
